PRESIDENT’S POLICE MEDAL FOR DISTINGUISHED SERVICES (PPM) TO DR. O.P. MISHRA, DIG/UT, CHANDIGARH ON INDEPENDENCE DAY 2018
Dr. O.P. Mishra is a Serving IPS Officer 0f 2002 Batch AGMUT Cadre. He is presently posted as Deputy Inspector General of Police, UT Chandigarh. He has exhibited outstanding qualities of a police officer in various assignments and earned himself the respect of members of the public and appreciation of his seniors.
As ACP (Greater Kailash), on 6th April 1992, the officer carried out an encounter of a dreaded terrorist in Kailash Colony market in which two terrorists were killed and two terrorists were apprehended with one assault rifle and 150 live rounds and a cyanide capsule. His investigating skill as Sub-Divisional Police Officers has been instrumental in solving several high profile cases highlighted by print and electronic media. The officer remained on deputation in the United Nations Mission in Kosovo from Dec. 2000 to March 2002.
As Addl. Deputy Commissioner of Police, P.M. Security, he supervised several security arrangements of Prime Minister of India including high profile visits of Foreign Head of States and Head of Govts. His edited book on Basic Principles of VIP Security in English and Hindi was recommended as a resource book for various training institutes by Bureau of Police Research and Development.
As DCP Airport he successfully supervised the law and order and security arrangement of Common Wealth Games 2010.
As Deputy Commissioner of Police East Distt, he introduced Integrated Motorcycle patrol scheme which effectively controlled the street crime and increased the visibility of police.
For his outstanding contribution to the force and his proactive and efficient professional ethics, Dr. Mishra was awarded President’s Police Medal for Meritorious Services on the Occasion of Independence Day Parade, 2012.
As Superintendent of Police the officer was handpicked to lead Crime Branch and Anti Narcotics Cell of Goa Police in 2012. His proactive policing and crackdown reduced the menace of drug activities in the Coastal State. He also played an instrumental role in exposing the activities of flesh trade and human trafficking under the garb of massage parlour in the state. Later, as Deputy Inspector of Police Goa he supervised the security and law & order arrangement of Lusofonia Games in 2013.
He returned to Delhi Police in November, 2014. As DCP, Operations and Communications, Dr. Mishra was instrumental in bringing about various systemic and procedural changes in the overall functioning of Communication unit and Central Police Control Room. He played a very important role in introduction of “Himmat Plus” mobile women safety App by Delhi Police and Parakram Commando in PCR Unit.
Since July 2017, the officer has been posted as Deputy Inspector General of Police, Chandigarh with additional charge of Inspector General/Prisons, Chandigarh. The Officer demonstrated exemplary leadership qualities in handling of law and order arrangements and ensuring peace in the UT during Ram Rahim agitation in the year 2017.
Apart from handling investigation of sensitive cases and law and order duties, Dr. O.P. Mishra has also contributed in the field of Police Academics. His book Policing Delhi: Urbanization, Crime and law enforcement published by Oxford University Press (2011) is a reference book for DANIPS & IPS probationers in Police Training College, Delhi.
His second book Watch Out: A handbook for safe living published in the year 2013 is a citizen friendly book where safety tips have been shared for prevention of Crime. The book has been translated in Konkani and Hindi languages also. The book has recently been translated and published in Punjabi language by Sahitaya Academy Chandigarh. He has also written several articles in Indian Police Journal and contributed chapters in various edited books.
His outstanding contribution in last 30 years in the maintenance of law and order, investigation, introduction of Community Policing, solving a large number of sensational cases, successful encounter of a dreaded terrorist and academic contributions including publication of Books has been appreciated by his seniors and peer. Dr. Mishra through his contribution has redefined the definition of an IPS officer by expanding its contours to the field of academics and reoriented policing by making it citizen friendly and a people’s Police.
