CM launches portal kisan.minesharyana.gov.in for Soil Utilization
Haryana Chief Minister, Nayab Singh Saini has made a significant decision to resolve the issues related to soil disposal faced by farmers and small traders by launching a portal of Mines and Geology department today. Now, farmers and small traders can obtain permits related to soil utilization online from the comfort of their homes. This will provide substantial relief to farmers and small traders.
The Chief Minister made these announcements while addressing a press conference held here today.
Addressing the media, the Chief Minister said that our farmers and small traders have been facing numerous problems due to the complex departmental permissions and other processes related to soil for a long time. kisan.minesharyana.gov.in portal has been launched to resolve these issues, he said.
He said that for the next two months, farmers and small traders can obtain No Objection Certificates (NOCs) both online and offline by visiting the respective mining officers. Previously, they had to personally visit offices to submit all documents and obtain permissions.
Farmers can obtain NOCs for soil filling work via Portal, a permit fee of Rs. 200 waived off
Sh. Nayab Singh Saini shared that now farmers can also obtain online NOCs for levelling their fields through this portal. Additionally, farmers can get NOCs for soil filling work through this portal without any fee. The permit fee of Rs. 200 has also been waived off.
Permission for excavating Up to 450 Cubic Metres of ordinary clay will also be available online, now no need to get e-Ravana
Sh. Nayab Singh Saini announced that small traders involved in the business of ordinary clay can also obtain permission through this portal. Such traders can get permission for excavating up to 450 cubic meters of ordinary clay online from home and now they will not need e-Ravana for this. He said that traders excavating more than 450 cubic meters of clay can also obtain permissions through this portal from home and will require e-Ravana.
50 percent of the royalty from soil excavation to go to Gram Panchayats
The Chief Minister said that Gram Panchayats have been given significant responsibility in this process. In the village where ordinary clay is excavated, an NOC from the Sarpanch or Gram Sachiv is necessary. The village where soil is excavated will receive 50 percent of the royalty from the excavation in the Gram Panchayat’s account. The Gram Panchayat can use this royalty for any developmental work in the village.
Notably, earlier, obtaining permissions for matters related to soil required visiting the mining office and had a timeframe of 45 days. Now, this complex process will be simplified through the portal, and permissions will be obtained immediately.

Navdeep Singh Virk, Principal Secretary, Sainik and Ardh Sainik Department, Sh. Vijayendra Kumar, Commissioner and Secretary, Mines and Geology Department, Sh. T.L. Satyaprakash, Director General, Information, Public Relations, Language and Culture Department, Sh. Mandip Singh Brar, Director General, Mines and Geology Department, Sh. K. Makarand Pandurang, Special Secretary, Monitoring and Coordination, Dr. Priyanka Soni, Media Secretary, Sh. Praveen Attrey, and other officers remained present.
