While giving Diwali and Haryana Day bonanza to safai karamcharis (sanitation workers), on the occasion of Sharad Purnima and Bhagwan Valmiki Jayanti, Haryana Chief Minister, Mr. Manohar Lal made several announcements including hike in monthly honorarium of urban sanitation workers  from Rs 16,000 to Rs 17,000 and of rural sanitation workers from Rs 14,000 to Rs 15,000. Besides, he also announced an annual allowance of Rs 2000 for equipment used in sanitation work and Rs 1000 as washing allowance. Further, he also announced that in rural areas where the number of sanitation workers is 6, it will be increased to 8 and where there are 8 sanitation workers, their number will be increased to 10.

        Mr Manohar Lal made these announcements while speaking as chief guest in a programme organized by Samast Anusuchit Jati Samaj to honour him for the decision to provide the benefit of reservation in promotion to Class One and Two category posts, at Indradhanush Auditorium Sector-5 Panchkula today.

        The Chief Minister said we are working towards uplifting the socio-economic and educational status of poor and Antyodaya families and ensuring that there is no discrimination against anyone.

        He said that reservation in promotion will be applicable only where the number of highest departmental posts is three and not one. On the demand of the association to start this arrangement in any department at the earliest, the Chief Minister said that he had started working on it yesterday itself. He said 6 posts of Deputy Directors who fall in the general category, are to be filled through promotion in the Education Department out of these three posts have already been filled and remaining three posts are to be filled through promotion. All three placed at 11, 12 and 13 in the seniority list, are of the general category. If we look at the seniority of a Scheduled Caste employee, he is at number 30 in the seniority list. He has been repositioned to 13th position as per this 20 percent reservation policy. Accordingly, Mr Atma Prakash, who belongs to Scheduled Caste, has been promoted to the post of Deputy Director today itself. He said that reservation in promotion in Class-III and Class-IV category posts had already been implemented in the year 2015.

On the demand of MP Rajya Sabha Mr Krishan Lal Pawar, the Chief Minister said that a 25 feet statue of Guru Ravidas will be installed in an area of 3 acres of land in Transport Nagar, Pipli on GT Road. The statue will be built by Haryana Shehri Vikas Pradhikaran (HSVP) at a cost of Rs 20 crore, he said adding that Administrative trust, hostel and educational institution will be set up in the remaining land. Going a step ahead, the Chief Minister immediately accepted the demand put forth by Vinod Chadha and  Rajendra Kumar from Hisar for a 3000 square meter plot in Hisar and announced to provide this land on the payment of Rs 78 lakh whereas the as per HSVP, the actual  cost this land comes around Rs 1.5 crore. This amount has been collected by the society. He said that industrialists belonging to scheduled caste who intend to set up industries on the HSIIDC plots will be given a rebate of 20 per cent on total cost of the plot.

4000 Anganwadis have been made play way schools and named as Bal Vatika

        The Chief Minister said that social harmony has been his basic mantra and since the year 2014, we have served the public by following the principle of Haryana Ek – Haryanvi Ek and Sabka Saath -Sabka Vikas. It has been ensured that the child of the poorest person in the society is not deprived of education. According to the New Education Policy, 4000 Anganwadis have been made play way schools, which have been now named as Bal Vatika, in which children aged 3 to 6 years will get pre-school education. These Bal Vatika will be set up in schools only. In the next phase, 4000 more Anganwadis will be developed as Bal Vatikas, he added.  This step will help strengthen the base of students from the beginning.

Through PPP, 32,000 graduate and unemployed youth have been identified

        He said that for Scheduled Caste families who want to educate their children in private schools, Chirag Yojana has been implemented . He said that the Government will also bear the fees so that the children of the poor are not deprived of higher education due to want of money. He said that under the Mukhya Mantri Antyodaya Parivar Utthan Yojana, 52,000 families have been provided loans from banks for self-employment. He said that  through the Parivar Pehchan Patra (PPP), 32,000 such youth have been identified who are graduates, unemployed and having annual family income of less than Rs 1 lakh. Special camps will be organized to provide employment opportunities to these youths as per their eligibility and interest so that their family income could be enhanced. Also, the annual income limit of BPL card beneficiaries have been enhanced from Rs 1.20 lakh to Rs 1.80 lakh and as a result of this, more than 12.50 lakh new cards have been made. Under the Ayushman Bharat Chirayu Haryana Yojana, the annual income limit has been increased from Rs 1.80 lakh to Rs 3 lakh. Under this, the beneficiaries can avail the benefit of free of cost treatment facility upto Rs 5 lakh on nominal payment of Rs 1500 whereas the equal amount of premium will be borne by the State Government.

        Haryana Vidhan Sabha Speaker Mr Gian Chand Gupta said the employees belonging to Scheduled Castes had been struggling since 1966 to avail the benefit of reservation in promotion. Now, their wait is finally over as Chief Minister, Mr Manohar Lal has fulfilled their demand. While referring to the all round development that the State has witnessed in the tenure of present State Government, Mr Gupta said that the development work done in the last 9 years  is much more than the development works done in 48 years. The Chief Minister has ensured the uniform development of the State, he added.

        Cooperation Minister Dr. Banwari Lal said that Chief Minister Mr Manohar Lal is the only well-wisher of the poor and deprived sections of the society. He said that the Chief Minister has fulfilled the long standing demand of scheduled caste employees by providing them the benefit of reservation in promotion in class I and class II category posts. He said that under the leadership of the Chief Minister, the State Government has provided government jobs to the youth purely on merit basis and in a transparent manner.

        Rajya Sabha MP Mr Krishan Lal Panwar , Political Secretary to Chief Minister, Mr Krishan Kumar Bedi , MLAs Mr. Satyaprakash Jaravata and Mr. Laxman Napa also spoke on this occasion.

        Among those present on this occasion included MLA Mr. Bishamber Valmiki, Mayor Municipal Corporation Mr. Kulbhushan Goyal, Deputy Commissioner Mr. Sushil Sarwan, Chairman Haryana Safai Karmachari Ayog  Krishan Kumar and other office bearers  of various Scheduled Caste Employees Associations and other dignitaries.
