The Haryana State Child Welfare Council has taken a unique initiative to take forward the vision of Haryana Chief Minister Sh. Nayab Singh Saini towards women empowerment. In this regard, the Council’s Vice President Smt. Suman Saini invited the wives of all the ministers and MLAs of the Haryana Government to the Chief Minister’s residence Sant Kabir Kutir and sought suggestions for women empowerment through the Kamal Sakhi Manch. The idea of Kamal Sakhi Manch was started on the suggestion of the country’s Prime Minister Sh. Narendra Modi and the National President of the BJP Sh. Jagat Prakash Nadda. The idea was that ministers, MLAs and MPs keep meeting during programs but their family members do not get the opportunity to come on one platform, so the Kamal Sakhi Manch was formed.  The objective of this platform is to encourage the spirit of one party-one family so that family relationships can be strengthened.

It is noteworthy that earlier also, in the direction of women empowerment, Chief Minister Sh. Nayab Singh Saini organized a program in Jind on the occasion of the holy month of Sawan Hariyali Teej and presented Kauthli to the women. The tradition of giving Kauthli in Haryanavi culture has been going on for centuries. The girl’s family sends Kauthli to her in-laws on Teej. This strengthens the brother-sister relationship. It is a coincidence that the oath ceremony of the newly elected mayors, chairmen and councillors of municipal corporations, municipal councils and municipalities was held in Panchkula yesterday, in which the number of women was more than 50 percent. This reflects the vision of women empowerment of the Haryana Government to ensure 50 percent participation of women in Panchayati Raj institutions and urban local bodies.

Apart from this, the newly elected women public representatives also watched the proceedings of the ongoing budget session in the Haryana Assembly.  This is probably the first occasion after the formation of Haryana that the wife of a Chief Minister has invited the wives of ministers and MLAs together to the Chief Minister’s residence. Even before this, Smt. Suman Saini has been celebrating Haryanvi festivals with women at the Chief Minister’s residence from time to time.

In today’s program, Haryana Assembly Speaker Sh. Harvinder Kalyan, Health Minister Arti Singh Rao, Women and Child Development Minister Smt. Shruti Choudhry, MLAs Krishna Gehlawat, Shakti Rani Sharma, Bimla Chaudhary and a large number of women associated with Kamal Sakhi Manch were present.

Haryana Chief Minister Sh Nayab Singh Saini said that the state government has taken stringent action against travel agents involved in sending youth abroad through illegal means. A total of 127 cases have been registered, and action has been taken against 102 agents, with eight travel agents arrested.

The Chief Minister was speaking during the discussion on the Haryana Travel Agents Registration and Regulation Bill 2025, presented during the ongoing budget session in the Assembly here today.

He said that the bill aims to protect the youth from exploitation, ensuring transparency, accountability of travel agents, and the investigation and curb of illegal activities.

The Chief Minister added that while he is unsure of the opposition’s stance on the bill, the state government’s intention is clear that stringent action will be taken against travel agents who facilitate illegal migration.

He further informed that the bill, which concerns the youth, had been introduced in the House earlier. However, after the introduction of three new criminal laws, some sections were revised. This bill is now being reintroduced with strengthened provisions to safeguard the youth from exploitation. He highlighted that many youth used to sell their land to go abroad and they were sent abroad in an unsafe manner. Once the bill becomes law, the government becomes successful in curbing all such illegal practices.

The Chief Minister also informed the House that the bill includes provisions to combat human trafficking, with penalties of 7 to 10 years of imprisonment for those found guilty.

He said that the state government has established a Foreign Cooperation Department to manage the process of sending youth abroad for business, education, or employment. The primary goal of this bill is to ensure that all travel agents are registered, and that they operate under the new legal framework and the government can also have accurate information.

Nayab Singh Saini said that under the leadership of Prime Minister Sh Narendra Modi, the Central Government successfully brought back 23,000 youth stranded in Ukraine during their MBBS studies.

Law necessary to control illegal migration: Anil Vij

Haryana’s Labour, Transport and Energy Minister Sh. Anil Vij, while discussing the Haryana Registration and Regulation of Travel Agents Bill, 2025, in the Assembly today, said it is very important to bring this bill so that illegal migration can be controlled.

He said when he was the Home Minister, a committee was formed under the chairmanship of Bharti Arora, which caught 600 illegal travel agents. After this, a second committee was formed under the chairmanship of Sh. Sibash Kabiraj in which 750 illegal travel agents were caught.

He said due to the absence of any rules and regulations for travel agents, anyone is able to start this work. Many youth of Haryana go abroad through the donkey route, in which they pass through the sea or forest routes. It is necessary to make this law to stop the illegal migration. He said that such a law was made earlier also, but some objections were raised on it, which were removed and this bill has been presented again in the House with the efforts of the Chief Minister.

The Cabinet Minister, referring to a recent development, said that the US has deported some illegal immigrants, which is not a good sign. He said if we want the welfare of the people of Haryana, we should pass this bill unanimously.

Haryana Social Justice, Empowerment ,SCs & BCs Welfare and Antyodaya (SEWA) Minister, Sh. Krishan Kumar Bedi said that government employees can use social media platforms to create content of literary, artistic, or scientific nature.

The Cabinet Minister, was responding to a question raised by MLA, Sh. Shishpal Keharwala during the ongoing session of the Haryana Vidhan Sabha here today  whether the Government employees of Haryana Government can use portals like Instagram, Facebook and YouTube to create content.

He said that if a government employee earns up to Rs. 8,000 per year through literary, cultural, artistic, scientific, or technical efforts, and if such efforts do not involve the knowledge acquired during their service, they are allowed to retain the income. However, if the earnings exceed Rs. 8,000 per year, the employee must deposit one-third of the additional amount into the state treasury.

Haryana Public Works (Buildings and Roads) Minister, Sh. Ranbir Gangwa said that a special plan has been made to widen and strengthen the road from Mahendragarh to Ateli.

Sh. Ranbir Gangwa  shared this information  while responding to a question asked by MLA, Sh. Kanwar Singh  during the ongoing session of the Haryana Vidhan Sabha here today. He said that the government has provided administrative approval for this road under the NCRPB loan scheme. This loan of Rs 3677.72 lakh is under process for approval from the National Capital Region Planning Board (NCRPB). The work on this  will be started after the approval of the loan.  Responding to another question related to carpeting of the Bawania to Sundrah road, Sh. Ranbir Gangwa said that under the Work Programme 2025-26, it is proposed to improve the  said road. The improvement work of this road will be completed by December 2025.

The Minister said that the feasibility of that the feasibility of supplying  clean potable water in Hodal City and its nearby villages from Yamuna river under the Ranney-well scheme in Hasanpur, Kashipur, Kushak, Atwa and Achheja villages is being studied at a cost of Rs 38.40 lakh.

Haryana Social Justice, Empowerment ,SCs & BCs Welfare and Antyodaya (SEWA) Minister, Sh. Krishan Kumar Bedi said that Police Line will be constructed in Hansi soon, for which land has been transferred to the concerned department.

The Cabinet Minister said this while responding to a question asked in this regard by MLA Sh. Vinod Bhayana during the ongoing session of the Haryana Vidhan Sabha. He said that 55 acres 6 kanal land has been transferred to the Home Department (Police) for the construction of Police Line in Police District Hansi and the master plan for the construction of Police Line including 5 houses for gazetted officers and 336 houses for other ranks has also been approved. On the question asked regarding the posts, he said that at present 3 DSPs are posted in Police District Hansi against 8 sanctioned posts. More officers will be deployed in the coming time.

Haryana Education Minister Sh. Mahipal Dhanda said 14,295 government schools are functioning in the state. The state government is making continuous efforts to meet the shortage of teachers in government schools. The demand letter regarding filling a total of 4780 posts of Post Graduate Teachers (PGT) in various subjects was sent to the Haryana Public Service Commission in July 2024 and the Commission has received recommendations for 1704 posts in 2025 and the process of issuing appointment letters has been started. This process will be completed before the start of the next academic session.

Mahipal Dhanda was answering the questions asked by the members during the attention motion in the budget session of the Haryana Legislative Assembly today.

The Education Minister said that the department has invited promotion cases to fill 4550 vacant posts of PGT promotion quota in various subjects. This promotion process will also be completed very soon. A demand letter has been sent to Haryana Kaushal Rozgar Nigam for filling 3427 posts of PGT and TGT. Similarly, a demand letter was sent to Haryana Staff Selection Commission in August 2024 to fill 1456 vacant posts of PRT in Mewat cadre and 7110 teachers (1162 PGT and 5948 TGT) have also been appointed on contract basis through the HKRN.

He said the infrastructure of all the government schools in the state was reviewed and the basic facilities would be strengthened.

He said a total amount of Rs 473.44 crore was released for the infrastructure. So far, in this current financial year, an amount of Rs 306.84 crore has been sanctioned. The remaining amount will be made available soon.

An amount of Rs 43.48 crore was sanctioned for drinking water, construction of toilets and other facilities in schools. He said at present, basic facilities such as drinking water, separate toilets for boys and girls and electricity connection are available in all the government schools of the state. He said during the last 10 years, many initiatives have been taken by the School Education Department to increase access to quality education and improve the education outcomes of government schools.

To provide quality education, 1420 Government Model Sanskriti Primary Schools, 193 Government Model Sanskriti Senior Secondary Schools and 250 P.M. Shri Vidyalayas have been established. All these schools are affiliated to CBSE and education is imparted in English medium in these schools.

He said the “Super 100” programme was started in the year 2018 and the Buniyaad programme was started in the year 2022. Similarly, Nipun Haryana Mission was launched in the year 2021 and from the year 2022, 20 days training is also being given to teachers every year. He said in the year 2023, Bal Vatika-3 classes were started in all 8400 primary schools of Haryana. Due to these efforts of the government, there has been a significant improvement in the board exam results. In the year 2015, the board exam result of class 10th was only 33.42 percent and the board exam result of class 12th was only 52.60 percent, which has increased to 93.22 percent (Class 10th) and 84.28 percent (Class 12th) respectively in the year 2024.

He said a total budget provision of Rs 19,855.92 crore has been made for the Education Department in the current financial year.

Haryana Education Minister Sh. Mahipal Dhanda today said the School Education Department of Haryana is always committed and striving to provide better education. Keeping in mind the wishes of poor families, the government has started the ambitious scheme ” Chief Minister Haryana Equal Education Relief, Assistance and Grant (CHEERAG)” from the year 2022-23, giving equal opportunity to children from Class II to XII to study in recognized private schools after obtaining their consent.

The minister was replying to the attention motion brought by MLA Sh. Arjun Chautala regarding the issue of reluctance by school managers to give admission to poor children in private schools.

The minister said the scheme will be closed in descending order every year because by fully implementing Section 12 (1) (C) of the Right to Free and Compulsory Education Act, 2009, provision has been made to provide free education to students belonging to weaker sections and disadvantaged groups on 25 percent reserved seats in class I or earlier class in all recognized private schools of the state.

As mentioned under Section 12 (1) (C), the CHEERAG scheme will be closed in descending order from the second class when children enrolled in class I is promoted to class II.

Under the CHEERAG Scheme, the detail of the declared seats and consent for admission are displayed on the portal and the notice board of the schools by the recognized private schools. Thereafter, as per the provision to admit the wards of those parents whose annual income as verified in the Parivar Pahchan Patra is Rs. 1.80 lakh or less and their children are studying in government schools are admitted in the recognized private schools of the same block as per consent of the concerned school. Under the CHEERAG Scheme, the reimbursement amount at the rate of Rs. 700 per student for classes 2nd to 5th, Rs. 900 per student for classes 6th to 8th and Rs. 1100 per student per month for classes 9th to 12th or the fee amount as declared under Form 6, whichever is less, is disbursed to the concerned recognized private schools.

He informed that under the CHEERAG Scheme, 2925 students studying in government schools have been given admission in recognized private schools from the academic session 2022-23 to 2024-25. An amount of Rs 3,17,51,445 has been distributed to these concerned schools till the year 2024-25 and the remaining balance amount will be distributed soon.

After consent, the department has not received any complaint/resentment regarding non-admission by the recognized schools from the parents who have applied in the concerned schools against the class-wise seats as displayed by the recognized private schools.

The process for admission to classes 5th to 12th in the academic year 2025-26 is in progress, he said.

Haryana Health Minister Arti Singh Rao said the government has issued appointment letters to 561 medical officers on March 8 and stations will be allotted to them soon.

The Health Minister was responding to a question asked by a member of the House during the budget session of the Haryana Vidhan Sabha today.

She informed that at present, a total of 3969 posts of medical officers have been sanctioned in the state Health Department out of which 3192 posts are filled. Out of 644 sanctioned posts of senior medical officers, 425 posts are filled. She further informed that 139 posts of doctors have been sanctioned in Panchkula district out of which 133 posts are filled. Six posts are vacant and these will also be filled soon, she added.

Haryana Education Minister Sh. Mahipal Dhanda said the Chief Minister had announced to open a Government College in Baroda and in Bhainswal Kalan village of Baroda Assembly Constituency, and not opening a Government Women’s College. Both the colleges are running from the academic session 2020-21. The construction of Government College in Bhainswal Kalan will start after the land is transferred to the Higher Education Department. The lease deed of the land of Government College, Baroda has been done and the construction work will be completed within 3 years after the work is allotted.

Mahipal Dhanda was replying to a question asked by MLA Induraj Narwal during the budget session 2025-2026 of the Haryana Legislative Assembly today.

Haryana Transport Minister Sh. Anil Vij said the remaining 45 buses will be operated as soon as the construction of the electric bus depot in Panipat is completed. The Transport Minister was answering a question of Panipat City MLA Sh. Pramod Vij during the budget session in the Assembly today.

He informed that currently, 5 electric buses have been made available to Panipat. An electric bus depot is being constructed at the old bus stand for the operation of buses, the work of which will be completed by July 2025.

Apart from this, MLA Sh. Pramod Vij raised the issue in the House that three-wheelers coming from metro cities are causing pollution and traffic jams in Panipat. He requested that these three-wheelers be impounded and keeping in mind the interest of the poor, they should be helped to buy electric vehicles by providing loans at affordable rates. On this, Sh. Anil Vij assured that whatever appropriate action is required under the rules, it will be taken.

Haryana Health Minister Arti Singh Rao said the Government Medical College of Charkhi Dadri district will be built in the nearby village Ghasola, for which land has been leased from the panchayat and its construction work will be started soon.

The Health Minister was replying to a question asked by a member of the House during the Budget Session of the Haryana Vidhan Sabha today.

She informed that around 50 acres of land has been leased from the Gram Panchayat in Ghasola village for the establishment of this Government Medical College. The state government has given in-principle approval for the construction of this project and the work will be started soon.

Haryana Sports Minister Sh. Gaurav Gautam said the details of the estimated cost of Rs 61,83,316 for the maintenance and soil filling of Swami Dayanand Saraswati Sports Stadium, Jhajjar is under consideration. The work will be started as soon as it is approved.

He informed that the repair and painting work of the boxing hall has already been done. Swami Dayanand Saraswati Sports Stadium, Jhajjar already has basic facilities of track, toilets and drinking water. Basic facilities of track, boundary wall, equipment, drinking water and toilets are already available in Matanhail and Kablana Sports Stadiums by the Sports Department. An amount of Rs 22,75,085 and Rs 26,63,373 was released in June 2024 for their maintenance. Village Bidhlana, Bahu, Koyalpur, Sarsaul, Khedi Hoshdarpur and Jamalpur stadiums are under the Development and Panchayat Department, which currently have track and boundary wall facilities. The maintenance and other works of sports infrastructure here will be done by the Development and Panchayat Department and Gram Panchayat.

The Sports Minister was answering the questions asked by MLA Smt. Geeta Bhukkal during the Haryana Assembly Budget Session today.

Haryana Health Minister Arti Singh Rao said the repair work of the building of Sub-Divisional Civil Hospital, Meham is underway.

The Health Minister was responding to a question asked by a member of the House during the Budget Session of the Haryana Legislative Assembly today.

She informed that the building of Community Health Center, Meham was inaugurated in the year 1995. It was upgraded to a Sub-Divisional Civil Hospital on March 3, 2008. This hospital is established in a land area of around 2 acres.

She informed that the repair of this hospital building is being done by PWD (B&R). An amount of Rs 1.135 crore was sanctioned in the year 2021 for the repair of this institution, out of which electrical work has been completed with an amount of Rs 17,46,000 and civil work has been completed with an amount of Rs 63,39,000.

The Health Minister further informed that there are 14 residential quarters in this hospital complex, which were repaired in the year 2021 with an amount of Rs 75,03,000 and the houses are in good condition.

Responding to the supplementary question of the member, he said that if a proposal comes to increase the number of beds in the Sub-Divisional Civil Hospital in Meham, then that will also be fulfilled.

Haryana Agriculture and Farmers’ Welfare Minister Sh. Shyam Singh Rana said a permanent platform will soon be constructed at the procurement centre located in Habri village falling under Pundri Assembly Constituency.

The Agriculture Minister was responding to a question asked by a member of the House during the Budget Session of Haryana Vidhan Sabha today.

He informed that the Gram Panchayat of Habri village has proposed 18 acres of land for construction of a permanent platform for the purchase of crops. After this land is transferred in the name of Haryana State Agricultural Marketing Board, the work of construction of permanent platform will be started soon.

Haryana Health Minister Arti Singh Rao said that there is a provision to build a trauma centre at every 60 km distance. A survey will be conducted to establish a trauma centre in Ganaur town and if the need is felt, its construction will be considered.

Asia’s largest Shaheed Smarak being built in Ambala in memory of martyrs of 1857 revolution: Anil Vij

A grand Shaheed Smarak is being built in Ambala to honour the memory of brave soldiers who were martyred during the first war of independence, the 1857 revolution. Haryana’s Energy, Labour and Transport Minister Sh. Anil Vij shared information about this important project in the Assembly today. This memorial will cost about Rs 580 crore and it will be Asia’s largest memorial.

In his address, he said the heroic tales of Rani Lakshmibai, Tatya Tope and Rao Tula Ram, the freedom fighters of the 1857 revolution, will be told in this memorial. He said all those places where the battle of this revolution was fought, including Ambala Cantt, Ahirwal and Panipat in Haryana, will be mentioned at the Smarak. He said this memorial will be a medium to pay tribute to those martyrs who were not remembered for a long time.

Anil Vij invited the Chief Minister, Members of the Assembly and mediapersons to visit the memorial so that they could understand the importance of this historical place.

Chandigarh, March 26 – Haryana’s Minister for Sainik and Ardh Sainik Welfare Sh. Rao Narbir Singh today said the state government has built war memorials in the memory of brave martyrs at every district headquarter, which are maintained by the government, whereas the war memorials in villages are built by the Panchayat Department and the work of their maintenance and beautification is done by the concerned Gram Panchayat.

The minister was answering a question asked by MLA Sh. Om Prakash during the Question Hour in the Assembly regarding the construction of a war memorial in memory of martyrs of the 1857 movement at Naseebpur, Narnaul.

He informed that there is already a war memorial in Naseebpur. Now this Panchayat has come under Nagar Palika, Narnaul. The beautification of this war memorial can be done by the Municipality. He said no government has given as much respect to the martyrs as our government has. The government has also built a war memorial in Rohnat village of Bhiwani district. Apart from this, the panchayat also maintains the war memorials built in other villages at its own level.

Chandigarh, March 26- Haryana Women and Child Development Minister Smt. Shruti Choudhry informed the House that there are 1479 sanctioned posts of Anganwadi Workers and 1454 sanctioned posts of Anganwadi Helpers in Karnal district. The proposal to fill the vacant posts of Anganwadi Workers and Helpers is under consideration of the department. The department is in the process of finalizing the selection criteria for the appointment of workers and helpers.

Responding to a question asked by a member of the House, Smt. Shruti Choudhry said out of 1479 sanctioned posts of Anganwadi Workers in Karnal, 1355 posts are filled while 124 posts are vacant. At the same time, 1454 posts of Anganwadi Helpers are sanctioned in Karnal, out of which 1219 posts are filled while 235 posts are vacant. She said there are 25962 sanctioned posts of Anganwadi Workers in the state, out of which 23413 are filled while 2549 are vacant. Apart from this, 25,450 posts are sanctioned for Anganwadi assistants, out of which 21,011 are filled and 4,439 are vacant. Selection criteria are being prepared for their appointment. The vacant posts will be filled soon, she added.
