Haryana to establish 600 Atal Shramik Kisan Canteens in the state in a phased manner

 In a significant step toward fulfilling the commitment outlined in the BJP’s Sankalp Patra to establish 600 subsidized food canteens in the state, the Haryana Government has decided to launch 200 new Atal Shramik Kisan Canteens by August this year as part of the first phase. Haryana Chief Minister Sh. Nayab Singh Saini will inaugurate these canteens on the occasion of Independence Day on August 15, 2025.

A decision to this effect was taken in the meeting held under the Chairmanship of Chief Minister, Sh Nayab Singh Saini here today. In the Atal Shramik Kisan Canteens, farmers and labourers will be provided fresh and hygienic food at the subsidized rate of only Rs 10 per Thali.

Subsidized food canteens are managed by members of Women Self Help Groups (SHGs), thereby promoting women’s empowerment

The Chief Minister stated that currently, 175 subsidized food canteens are operational at various locations throughout the state. This includes 115 from the Labour Department, 53 from the Haryana State Agricultural Marketing Board (HSAMB), and 7 from Sugar Mills. These canteens are managed by members of Women Self Help Groups (SHGs), thereby promoting women’s empowerment.With the establishment of 200 new Atal Shramik Kisan Canteens, the total will increase to 375. He directed that work to identify locations for these Canteens be started at the earliest. A target has been set to open a total of 600 such canteens in the state in a phased manner, he added.

Infrastructure for HSIIDC canteens could be developed through the corporate social responsibility (CSR) initiatives of companies

Nayab Singh Saini directed the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) to establish subsidized food canteens in all its Industrial Estates across the state, ensuring that laborers have access to nutritious food at affordable rates. The Chief Minister also proposed that the infrastructure for these canteens could be developed through the corporate social responsibility (CSR) initiatives of companies. He said that several large companies have expressed interest in contributing to this initiative. He also directed the Haryana State Agricultural Marketing Board (HSAMB) and the Labour Department to identify additional locations in mandis and construction sites for the establishment of these canteens while expanding their scope. Furthermore, he suggested opening Atal Shramik Kisan Canteens to support laborers and workers at mining sites.

The Chief Minister instructed the establishment of a dedicated portal for the subsidized food canteens operating in the state, ensuring that information about these canteens is accessible with the click of a button. He said that payment at these canteens should be facilitated through QR code, promoting digitization.

A uniform menu of food items be adopted in all subsidized food canteens

Nayab Singh Saini directed that a uniform menu of food items be adopted in all subsidized food canteens operating across the state. He instructed the Haryana State Rural Livelihood Mission (HSRLM) to prepare a standardized menu that also includes food items made from millets. Additionally, he emphasized the importance of offering breakfast at these canteens and suggested serving South Indian dishes such as idli and dosa to laborers and farmers.

  Haryana Chief Minister, Sh. Nayab Singh Saini, interacted with the public at the Samadhan Shivirs organized at the district and sub-divisional levels via video conferencing here today. During the interaction, he gathered firsthand information regarding the satisfaction levels of the people. The Chief Minister also instructed the Deputy Commissioners and Sub-Divisional Magistrates (SDMs) to personally attend the Shivirs daily and address the grievances of the people on the spot, ensuring swift and effective resolution of issues. Haryana Chief Secretary Sh Anurag Rastogi was also present on this occasion.

CM seeks status update on complaints from DCs and SDMs

The Chief Minister also sought details from the DCs and SDMs regarding the number of complaints received, complaints resolved, and those still pending. He was informed that, from October to March 2025, out of 18,925 complaints received at Samadhan Shivirs across all districts, 10,955 complaints have been resolved, 6,639 are pending, and 1,331 have been rejected. Similarly, at the Samadhan Shivirs organized in Urban Local Bodies across the state during the same period , out of 8,635 complaints received, 5,761 have been resolved, 1,813 are pending, and 1,061 have been rejected.

Samadhan Shivirs launched to ensure the resolution of public grievances related to various departments at a single place

Nayab Singh Saini said that to ensure the resolution of public grievances related to various departments at a single place, the State Government has launched Samadhan Shivirs at the district and sub-divisional headquarters level. These Shivirs are held every working day from 10 AM to 12 Noon. Officers from various departments are present at these Shivirs to promptly address and resolve grievances specific to their respective departments. He also directed that extensive publicity should be made by the Information, Public Relations, and Languages Department regarding the Samadhan Shivirs, so that as many people as possible can benefit from this initiative by the State Government.

CM took note of the high pendency of complaints in certain districts

While taking strict note of the high pendency of complaints in certain districts, the Chief Minister directed the Deputy Commissioners to personally review these complaints, along with officers from the concerned departments, once a week to ensure zero pendency. However, he emphasized that complaints involving policy decisions should be forwarded to the Chief Secretary’s Office, where decisions can be made at the government level for their resolution. The ultimate aim of the State Government is to make people’s lives easier by ensuring they no longer have to make frequent rounds to government offices to get their work done.

Officers would be held accountable if complainants are required to frequently visit Samadhan Shivirs for the same issue

The Chief Minister also emphasized that, in addition to the district level, Samadhan Shivirs should be held regularly at sub-divisional headquarters. He stated that, apart from the SDM, officers from the concerned departments should also be present to ensure that public grievances related to their departments are addressed promptly. He further mentioned that officers would be held accountable if a complainant is required to frequently visit Samadhan Shivirs for the same issue.

Earlier, the Chief Minister interacted with the public at the Samadhan Shivirs held at the District and Sub-Divisional Headquarters, gathering feedback from the attendees. During the interaction, a woman who had come to the Samadhan Shivir in Rohtak raised a complaint about a private school demanding a fee for the admission of a child under Section 134-A. In response, the Chief Minister directed the Deputy Commissioner to give the complainant a sympathetic hearing and ensure a thorough investigation into the matter. He also instructed the DC to ensure that no school in the district engages in such practices.

While interacting with a migrant laborer who had visited the Samadhan Shivir in Panipat with a complaint regarding his Ration Card, the Chief Minister highlighted the “One Nation, One Ration Card” scheme. He said that the scheme enables migrant workers and their families to access Public Distribution System (PDS) benefits from any Fair Price Shop (FPS) across the country.

In another case, a person who attended the Samadhan Shivir in Bilaspur, Yamunanagar, informed the Chief Minister that despite multiple attempts, he was unable to upload details of his crop loss on the e-Kshatipurti Portal. Sh. Nayab Singh Saini directed the SDM of Bilaspur to take up the issue with the Financial Commissioner, Revenue, and ensure it is resolved at the earliest. The Chief Minister also sought feedback from the SDM of Dabwali regarding the status of complaints and instructed him to address all issues related to sewerage, power, irrigation, public health, and Kisan Credit Cards promptly.

While reviewing the high footfall  and significant backlog of complaints at Samadhan Shivir in Panipat, Chief Secretary Sh Anurag Rastogi directed that a senior officer will soon visit Panipat to assess the situation so that appropriate steps could be taken in this direction

 Cabinet Minister Anil Vij held a meeting today with the Subhash Park Management Committee, SDM, EO and other officers regarding improvement work in Subhash Park

Haryana Energy, Transport and Labour Minister, Sh. Anil Vij said that “A city progresses when people from outside come to see it.” He mentioned that there is a plan to introduce open/double decker buses in Ambala Cantonment, similar to those in major domestic and international metropolitan cities, which will take tourists around places like the Shaheed Smarak, Science Center, Bank Square, Rani Ka Talab and will finally reach Subhash Park. This will give people a great opportunity to see the beauty of the city.

Vij was presiding over a meeting at his residence in Ambala today, which was attended by the Subhash Park Management Committee, SDM, EO and other officers to discuss improvements and other work in Subhash Park. In the meeting,  SDM Vineesh Kumar, EO Ravindra Kuhar, Chairman of the Subhash Park Management Committee Sanjeev Walia and other dignitaries were also present.

He said that Subhash Park has become a major attraction not only in Ambala but in Haryana, with the number of visitors increasing steadily. He directed the committee members and officers to start the operation of a toy train and hot air balloon for the entertainment of children. He also directed the Municipal Council officers to take immediate action on this, as it will further enhance the entertainment for children and people at the park.

During the meeting, Energy Minister, Sh. Anil Vij discussed the electricity supply to Subhash Park. He directed the discom officers to connect Subhash Park to the hotline, ensuring uninterrupted electricity supply to the park.

Seasonal and All-Weather Flowers to be planted in Subhash Park to keep it blooming all year round – Vij

During the meeting, Cabinet Minister, Sh. Anil Vij directed that while Subhash Park currently has several flowers and plants that attract visitors, the number of flowers should be increased so that the park remains in full bloom at all times. He suggested planting both seasonal and all-weather flowers in different parts of the park. He also directed the selection of flower varieties to be planted. Furthermore, he directed the Fisheries Department officers to release fish into the park’s lake to help keep the water clean. He also gave directions to repair and activate the fountains in the lake, regularly replenish the water in the lake, and ensure the musical fountain is checked regularly for evening enjoyment.

No vehicles allowed inside Subhash Park, Anil Vij gives strict directions

Cabinet Minister, Sh. Anil Vij expressed strong objections to small vehicles entering Subhash Park for transporting goods to the open-air theater and other tasks. He firmly stated that no vehicle will be allowed to enter the park in the future. He also directed that a permanent sound system be installed in the theater, and the music speakers placed at various spots in the park should be regularly operated/checked. Besides this, he directed that plastic dustbins be placed at various locations within the park.

During the meeting, Cabinet Minister, Sh. Anil Vij also directed that the entrance road for the food court should be from the main road side of the park, so that people passing by can also enjoy food and refreshments. He recommended that fresh tenders be invited for allotting both food courts. Furthermore, Sh. Vij proposed the inclusion of an e-library in the third hall of the park, where children could sit and read. He also suggested installing round tables for meetings related to park improvement work.

During the meeting, Sh. Vij gave further directions regarding park security, regular inspection of lights and surveillance at entry points, maintaining water levels in the lake, and other important guidelines to improve the park.

Haryana Chief Secretary Anurag Rastogi Launches e-Learning Portal for e-Office

Haryana Chief Secretary Sh. Anurag Rastogi today launched an e-Learning portal for the e-Office platform, aimed at helping government employees enhance their digital skills and streamline administrative processes. The initiative marks a major step toward a more efficient, paperless governance system, ensuring that all government departments adopt digital workflows effectively.

The e-Learning portal, developed by the Haryana State Electronics Development Corporation Limited (HARTRON), provides structured training modules for employees. It is accessible through elearninghartron.org.in and features user-friendly courses designed to help officials understand and use the e-Office system with ease. The platform supports Haryana’s broader vision of promoting digital governance and ensuring that government work is handled swiftly and transparently. The platform is bilingual i.e. it can be accessed both in English and Hindi.

Speaking at the launch, Chief Secretary Sh. Anurag Rastogi emphasized the importance of continuous learning and digital transformation in government departments. He highlighted that this initiative will not only improve efficiency and accountability but also make official work faster and more accessible. The Haryana Government is committed to making all administrative processes digital, and this training portal is a crucial step in that direction. The Chief Secretary also directed the formation of a committee to identify other such courses that can be incorporated on this portal. He also called for sharing of resources and modules in coordination with other training institutes working in this domain.

The e-Learning portal comes with several advanced features to assist employees in their training. It includes a dashboard that displays the number of departments enrolled, total participants and course progress. Employees can track their learning, access performance reports, and view data on course completion rates. A leader board has also been introduced to encourage participation and recognize top learners. Employees can provide feedback on training quality, and upon completion of courses, they will receive e-Certificates as proof of their learning. With these new improvements, Haryana’s government employees will find it easier to adapt to the e-Office system, making administrative work faster, more transparent, and digitally driven. The state government remains committed to enhancing digital governance, and this e-Learning portal is a significant step towards that goal.

Haryana Renews MoU with IIT-Madras to Boost Road Safety with Data-Driven Approach

The Haryana Government extended its collaboration with IIT-Madras by signing a two-year MoU for data-driven road safety interventions. The agreement was unveiled in the presence of Chief Secretary Sh Anurag Rastogi and Prof. Venkatesh Balasubramanian, Head of the Centre of Excellence for Road Safety (CoERS) at IIT-Madras. The partnership leverages tools like the ‘Sanjaya’ platform, previously launched in Haryana, to visualize accident data and plan targeted interventions.

Additional Chief Secretary, Transport Department, Sh. Ashok Khemka, Additional Chief Secretary, Health and Family Welfare, Sh. Sudhir Rajpal, Transport Commissioner Sh. Dusmanta Kumar Behera and senior officers of various departments were present on the occasion.

During a meeting on road safety measures, Sh Rastogi called for the formation of a working group to implement actionable strategies, emphasizing the need to save lives lost in road accidents. He directed the Transport and Health Departments to develop a detailed roadmap for upgrading trauma centers, particularly near highways, to improve emergency response. The meeting was informed that due to safety measures implemented by the government, there was a declining trend in the number of road accident fatalities in Haryana since 2022 and the major cause for these deaths was found to be overspeeding. To address this, the government is enhancing monitoring and e-challaning through CCTV cameras on major highways.

Sh Rastogi stressed the importance of swift hospital transfers for accident victims and better coordination among police, medical, and transport departments. The discussion highlighted the ‘5 Es’ of road safety—Education, Engineering, Enforcement, Emergency Care, and Empathy—as critical pillars for reducing fatalities. Key strategies include fostering behavioral change, leveraging technology, and enhancing training for police

The government has started a policy of cashless treatment of upto ₹1.5 lakh for seven days for road accident victims, if the police are informed within 24 hours of the accident.
