The Haryana Cabinet met under the Chairmanship of Chief Minister, Sh. Nayab Singh Saini,  today approved the recommendations of the Haryana Scheduled Castes Commission’s report to divide the reservation for Scheduled Castes after the decision of the Supreme Court and also approved it to append to the rules of Business of the State Government.

The recommendations of the report are as under:-

As a result of contemporaneous study conducted by this Commission to assess the representation of Deprived Scheduled Castes in Government Services, this Commission has come to the conclusion that the Deprived Scheduled Castes are not adequately represented in the state’s government services whereas Other Scheduled Castes of are represented more than adequately in the state’s government services in comparison to their proportion of their population in the SC category in the state.

Moreover, the Commission has clearly found that the reservations for Scheduled Castes in the Haryana Government services in Groups A, B and C are skewed towards castes in Other Scheduled Castes and reservations for Scheduled Castes in the Haryana Government’s Services in Group D is skewed towards the Deprived Scheduled Castes. Therefore, sub classification by the state government is required to ensure the equality of opportunity and to ensure adequate representation in public employment.

On the basis of the judgment dated, 1.08.2024 of the seven-judge constitutional bench of the Supreme Court allowing sub-classification of scheduled castes by the state governments, the Haryana State Commission for Scheduled Castes recommends the following course of action for sub-classifications of Scheduled Castes and the principle of reservation within the category of scheduled castes.

Within the 20% quota reserved for scheduled castes in direct recruitment to Government Services, one half or 10% quota will be reserved for candidates from Deprived Scheduled Castes. If and only if suitable candidates from Deprived Scheduled Castes are not available, the candidate from Other Scheduled Castes may be considered for appointment to fill up the balance vacant posts.

Similarly, one half of the  or 10% quota will be reserved for candidates from Other Scheduled Castes. If and only if suitable candidates from Other Scheduled Castes are not available, the candidates from Deprived Scheduled Castes may be considered for appointment to fill up the balance vacant posts.

Haryana Chief Minister Mr. Nayab Singh Saini expressed gratitude to the people of the state for re-electing the Bharatiya Janata Party government with a significant majority for the third consecutive term. He said that, following the policies of Prime Minister Mr. Narendra Modi, the government will work resolutely for the welfare of the poor, youth, farmers, and women’s empowerment. New decisions will be made based on the needs of every sector and community, and ongoing initiatives in the state will be carried forward non-stop. Haryana’s role will be more important in the resolution of Viksit Bharat.

The Chief Minister made these remarks during a press conference after chairing the first meeting of the newly formed cabinet here today.

The public demolished the narrative of Congress and gave full majority to BJP

Sh Nayab Singh Saini said that the people of the state have endorsed the welfare policies of Prime Minister Sh Narendra Modi with a substantial majority for the third consecutive time. He said that voters have rejected the narrative crafted by the opposition during the elections. The opposition made use of sportspersons in the election, attempted to mislead farmers and engaged with youth on issues like “parchi-kharchi” in recruitment process. The underlying message of such statements was one of corruption. The youth recognized that the corrupt practices in job allocations prior to 2014 could resurface. However, the people of the state dismantled Congress’s narrative and granted a decisive majority to the Bharatiya Janata Party.

He said that just as he has assumed the charge of Chief Minister today, about 25,000 youth have also secured jobs in the state. He remarked that this is a government elected by the poor, with 2.80 crore people placing their trust in the leadership of the Bharatiya Janata Party. He highlighted that in the past 10 years, the double-engine government has made historic decisions for the welfare of all sections of society. When seeking support from the public during the recent elections, people openly backed the policies of Prime Minister Sh Narendra Modi, rejecting the opposition’s propaganda and responding by pressing the lotus button, he added.
