Haryana Chief Minister, Sh. Nayab Singh Saini said that, in line with the Mission Olympic 2036 vision, the state will develop world-class sports infrastructure to help athletes win the maximum number of medals at the Olympic Games. In the first phase, 11 sports centres will be established, with a budget allocation of approximately Rs. 800 crore. The Chief Minister was chairing a meeting on Mission Olympic 2036 at Chandigarh today. Haryana Minister of State for Sports, Sh. Gaurav Gautam also attended the meeting. Addressing the meeting, the Chief Minister said that the proposed centres will include the Sports University, Rai, State Sports Complex, Palwal, TDL Sports Complex, Panchkula, Ambala and Kurukshetra; as well as Sports Complex Private Academy in Karnal, Jind, Gohana, and Yamunanagar. During the meeting, detailed discussions were held on identifying and nurturing young talent, particularly athletes in the 13–16-year age group. The Chief Minister announced that the Sports University, Rai has been designated as the nodal agency for the Olympic 2036 Talent Mission, which will be supervised by Minister of State for Sports, Sh. Gaurav Gautam. He further said that 1,200 young athletes will be trained at these centres across various sporting disciplines. In addition to preparing athletes for the 2036 Olympic Games, the state will also provide advanced training to maximise Haryana's representation and medal prospects at the 2028 Asian Games. The Chief Minister said that Olympic medal-winning coaches will be engaged to train these athletes. Nayab Singh Saini, the state government is bringing about transformative changes in healthcare services. Free dialysis services have already been launched across the state, and the scheme will now be expanded to 16 additional sub-divisional hospitals, including the one at Kanina in Mahendragarh district. She said that the state government has signed a Memorandum of Understanding (MoU) with Medanta Hospital to strengthen maternal and child healthcare. Under this initiative, specialist doctors from Medanta will provide regular health monitoring and consultation to pregnant women and newborn babies. The Health Minister was addressing a programme on Thursday organised during a dhanyawadi daura in the Ateli Assembly constituency of Mahendragarh district. During the visit, she inaugurated development works worth approximately Rs. 3.13 crore in the gram panchayats of Bocharia, Hassanpur, and Salimpur. Reviewing the ongoing development works in these villages, Ms. Rao said the state government is committed to ensuring comprehensive rural development and improving healthcare facilities across Haryana. She also announced an additional Rs.11 lakh each for the gram panchayats of Bocharia and Hasanpur to undertake further development works. The minister said the government has placed the highest priority on development and public welfare, adding that no village in the Ateli Assembly constituency would be left behind. Basic infrastructure and essential public services, she said, would be extended to every village. She said that development works worth approximately Rs. 1.50 crore have been completed in Bocharia and Hasanpur under various government schemes. These include the construction of link roads, phirnis, chaupals, boundary walls, entrance gates, streets in BPL colonies, CCTV cameras, drinking water pipelines, welcome gates, and a farm road built at a cost of Rs. 53.44 lakh. In Salimpur, development projects worth around Rs. 1.67 crore have also been completed. These include road construction, BC and SC chaupals, library furniture, a boundary wall around the playground, tin sheds, a drinking water tank, and an additional 2-kilometre road constructed at a cost of Rs. 56.84 lakh, along with several other civic infrastructure works. The Health Minister also chaired a public grievance redressal programme at her office in Ateli, where she heard the problems of local residents and directed officers to ensure prompt, transparent, and time-bound resolution of issues related to public welfare. No.IPRDH/2026 Haryana Issues Comprehensive Guidelines Making Vigilance Clearance Mandatory for Key Service Matters Involving Group 'A' and Group 'B' Officers Chandigarh, July 9: In a significant step towards strengthening transparency, accountability and integrity in public administration, the Haryana Government has issued comprehensive instructions making vigilance clearance mandatory in major service-related matters concerning Group 'A' and Group 'B' officers. The move is aimed at ensuring uniform procedures across all government departments, boards, corporations and authorities while promoting clean, efficient and transparent governance. The instructions, issued by Haryana Chief Secretary Sh. Anurag Rastogi, provide a standardised framework for obtaining Vigilance Clearance/No Objection Certificate (NOC) in specified service matters. The revised guidelines have been introduced following a comprehensive review to ensure greater procedural consistency, transparency and timely decision-making across government departments, boards, corporations and other authorities. Under the new instructions, vigilance clearance will be mandatory in cases relating to pension and superannuation, promotions, issuance of passports to government employees, deputation, and any other service matter where such clearance is prescribed by the State Government. To ensure timely processing, all departments have been directed to submit proposals in the prescribed proforma, complete in all respects. In superannuation cases, proposals must be submitted at least one year before the date of retirement to avoid delays in processing pensionary benefits. Departments have also been instructed to ensure that all information furnished is accurate, verified and up to date, while any concealment or suppression of facts will be viewed seriously. The comprehensive proforma seeks detailed service information, including the officer's appointment history, promotions, deputation details and other service particulars, enabling an objective and time-bound examination of the officer's vigilance status. The Government has placed clear responsibility on both Administrative Secretaries and Heads of Departments to ensure strict compliance with these instructions. They have been directed to ensure that no case falling under the specified categories is processed without first obtaining vigilance clearance and that all proposals are forwarded within the stipulated timelines. No. IPRDH/2026 Haryana Plans 423 MLD STP Treatment Capacity Under Mega Yamuna Rejuvenation Drive; Chief Secretary Reviews Progress Chief Secretary Directs Fast-Track Execution of Pollution-Control Projects for Yamuna Chandigarh, July 9: Haryana has drawn up an extensive pollution-control roadmap for the rejuvenation of the Yamuna by planning 580 million litres per day (MLD) of additional sewage and industrial effluent treatment capacity, besides developing nine biogas plants capable of processing 1,455 tonnes of organic waste per day, as part of an integrated strategy to improve water quality and reduce pollution entering the river. The proposed infrastructure includes 10 Sewage Treatment Plants (STPs) with a combined treatment capacity of 423.5 MLD, involving an investment of ₹828.88 crore, along with 9 Common Effluent Treatment Plants (CETPs) with a total capacity of 156.5 MLD for treating industrial wastewater before its discharge into the Yamuna and connected drains. 2 CETPs of 30 MLD are also under construction. The progress of these projects was reviewed today by Haryana Chief Secretary Sh. Anurag Rastogi, who chaired a meeting on pollution control measures for the Yamuna and directed all implementing agencies to expedite ongoing works, resolve bottlenecks and ensure adherence to prescribed timelines. Chairman, Haryana State Pollution Control Board, Sh. Vinay Pratap Singh informed that two sewage treatment plants are nearing completion. The 3 MLD STP at Matlauda in Panipat has achieved 95 per cent physical progress and is scheduled for completion by July 31, 2026, while the 2 MLD STP at Bajghera in Gurugram has reached 85 per cent completion and is expected to be commissioned by August 31, 2026. The Chief Secretary reviewed the status of the proposed 423.5 MLD STP programme, which includes major projects at Dhanwapur, Behrampur, Naurangpur and Sector-107 in Gurugram; Mirzapur and Surajkund in Faridabad; Sonipat; Kundli; and Samalkha in Panipat. Departments informed the meeting that tenders have been invited, negotiations have been completed, and timelines have been fixed for various projects, while work on the remaining schemes is progressing through different stages of approval. The meeting also reviewed the proposed network of nine CETPs at Partapgarh and Mirzapur in Faridabad; Badshahpur and Sectors 18, 34, and 37 in Gurugram; Kundli in Sonipat; Sector-29 in Panipat; and the Industrial Estate, Kundli. Officials apprised the Chief Secretary of the progress on land acquisition, DPR preparation, tendering, and statutory approvals required for the execution of these industrial pollution-control projects. The meeting also reviewed nine proposed bio-gas plants with a combined processing capacity of 1,455 TPD across Sonipat, Faridabad, Gurugram, Karnal, Rohtak and Yamunanagar. The projects are being implemented by the Panchayati Raj Department, HAREDA, GAIL, and BPCL and aim to ensure the scientific disposal of organic waste while generating clean energy. Emphasising that the rejuvenation of the Yamuna remains a priority for the state, the Chief Secretary called for close inter-departmental coordination, continuous monitoring and timely execution of all ongoing and proposed projects to strengthen Haryana's pollution-control infrastructure and improve the river's ecological health. Krishan Kumar Bedi said that on July 17, 2026, Prime Minister, Sh. Narendra Modi will flag off the country's first hydrogen-powered train from Jind. The Prime Minister will also inaugurate and lay the foundation stones for several other development projects worth crores of rupees. Sh. Bedi said the Prime Minister's visit to Jind would become a milestone in Haryana's development journey and usher in a new phase of progress. Sh. Krishan Kumar Bedi said this while addressing a press conference in Jind on Thursday. He said on July 17, Prime Minister, Sh. Narendra Modi will address a massive public gathering at the ground opposite Eklavya Stadium. In virtual mode, he will also inaugurate and launch several development projects across different parts of the state. The Minister said the Prime Minister will inaugurate two newly built Shri Ram Medical Colleges in Bhiwani and Narnaul, as well as the 10-kilometre-long Kurukshetra Elevated Railway Track. The track is expected to ease traffic congestion by eliminating long waits at nearly six railway crossings in the area. Sh. Bedi further said that the Prime Minister will inaugurate the Ambala–Kala Amb Greenfield Four-Lane Corridor, the Haryana section of the Delhi–Katra Expressway, and the Jind–Gohana NH-352A project. He will also launch the expansion of the Hisar–Barwala Four-Lane Road and the Bikaner–Siwani–Sonipat Road Project, besides laying the foundation stone for a state-of-the-art Sikh Museum in Kurukshetra. All these projects will be inaugurated or launched virtually during the public meeting in Jind. The minister said that, with the inauguration and foundation-laying of these projects, Jind will emerge as the confluence of confidence, development, and the future for Haryana on July 17. He added that the Prime Minister's visit would strengthen the state's infrastructure while creating new opportunities for industrial and commercial growth. The projects, he said, will provide direct benefits to the people of Haryana by improving healthcare services and enhancing road and transport connectivity across the state. No.IPRDH/2026 Haryana Sets 10-Day Deadline for Rollout of Online Transfer Policy; Chief Secretary Anurag Rastogi Issues Comprehensive Directions Departments directed to complete HRMS update, software deployment, certificate issuance and policy adoption before first online transfer drive Chandigarh, July 9: With the first online transfer drive under the Model Online Transfer Policy, 2026 scheduled to commence within the next 10 days, Haryana Chief Secretary Sh. Anurag Rastogi has launched a comprehensive administrative exercise to ensure its smooth implementation. In a series of high-priority directions issued to Administrative Secretaries, Heads of Departments, Boards and Corporations, the National Informatics Centre (NIC), and the Health and Medical Education Departments, the Chief Secretary has ordered time-bound completion of all preparatory activities, including updation of Human Resource Management System (HRMS) records, deployment of online software modules, appointment of nodal officers, expeditious issuance of medical and disability certificates, discontinuation of transfer drives under the repealed 2025 policy and adoption of the new transfer framework by Boards and Corporations. The directions follow the notification of the Model Online Transfer Policy, 2026, which has replaced the Model Online Transfer Policy, 2025, with immediate effect. The government has made it clear that all future transfer exercises will be conducted strictly under the provisions of the new policy, which seeks to establish a transparent, objective, technology-driven and merit-based transfer system across government departments. The Chief Secretary has directed every Administrative Secretary and Head of Department to personally supervise the implementation process and ensure that all preparatory work is completed within the prescribed timelines. Departments have been instructed to appoint or continue designated Nodal Officers and immediately undertake the verification and updating of employee records in the Human Resource Management System (HRMS), including cadre details, dates of joining, tenure, service particulars, and all supporting documents required to determine merit points and eligibility during transfers. The instructions emphasise that only the information available in HRMS on the qualifying date will be considered for the transfer process, and any omission, incorrect information or failure to update records within the prescribed timeline may adversely affect an employee's eligibility or merit points. Recognising that the success of the new transfer mechanism depends upon robust digital infrastructure, the Chief Secretary has directed the National Informatics Centre (NIC) to complete software development, customisation, testing, validation and deployment of all online transfer modules on priority. The government has set a 10-day timeline for the commencement of the first online transfer drive, making it imperative that all software-related activities be completed without delay. NIC has been asked to designate a senior technical officer, not below the rank of Senior Scientist, as the exclusive project Nodal Officer for six months to oversee software implementation, resolve technical issues and coordinate with the Human Resources Department. A dedicated HRMS login has also been proposed to enable centralised monitoring of online transfer drives across departments. The Chief Secretary has also clarified that all transfer drives initiated under the repealed Model Online Transfer Policy, 2025 stand discontinued. Any transfer orders not yet issued under the previous policy will not be generated, and all future transfer drives across the notified cadres will be conducted only under the provisions of the Model Online Transfer Policy, 2026. To ensure that eligible employees are not deprived of benefits under the policy, the Chief Secretary has separately directed the Health Department and the Medical Education and Research Department to facilitate time-bound issuance of Disability Certificates, Unique Disability ID (UDID) Cards and Medical Certificates required for claiming merit under various categories of the transfer policy. Government Medical Institutions, AIIMS, PGIMER Chandigarh, PGIMS Rohtak and other authorised medical boards have been requested to examine applications on priority and issue certificates, wherever admissible, preferably within three days of receipt of applications, at employees can participate in the online transfer drives without hardship. The Human Resources Department has also issued detailed guidelines regarding the "Notional Category" for the first online transfer drive under the new policy. Employees appointed initially, promoted, reinstated after suspension, repatriated from deputation, returning from study leave or specifically covered under the prescribed conditions during the notified period will be considered under the Notional Category for the first cadre-wise transfer exercise. In another significant directive, all Boards, Corporations and other Government organisations have been asked to adopt the Model Online Transfer Policy, 2026, or suitably revise their existing transfer policies on similar lines wherever statutory provisions require a separate framework. The objective is to establish a uniform transfer mechanism based on transparency, objectivity and merit while reducing arbitrariness and avoidable litigation. Organisations have been advised to place the matter before their competent authorities for approval at the earliest and inform the Human Resources Department of the action taken. The Chief Secretary has further reiterated that the entire transfer process shall be conducted exclusively through the HRMS-integrated online transfer module. No regular transfers or postings of employees belonging to a cadre will be permitted during the online transfer drive. Departments have also been directed not to issue any instructions that are inconsistent with the provisions of the policy, while employees have been cautioned that furnishing false or misleading information or attempting to influence the transfer process by extraneous means will invite disciplinary action.
